Last week, DCPS released its submitted budgets for every school. The submitted budget tells us two new things. First, after getting the initial budget, principals and Local School Advisory Teams (LSATs) can lobby DCPS for more money, and the submitted budget says what they got. Second, the submitted budget tells us how principals (with LSAT advice) has chosen to spend the money.
Some schools that were cut got as much as 95% of it restored, while others got none. Some that had budget increases got further increases.
I’ve updated my budget analysis tool to have a new element, “petition change,” which shows how much the budget has changed from initial to submitted, and now give a net change that includes that. Take a look and select your school to see its data.
So what did schools spend their money on?
For that, I compared the staffing from the submitted budgets last year, to the submitted budgets now, to generate a list of each school’s additions and subtractions.
One important caveat first: the school’s submitted budget lists what the principal plans to staff for. However, things can change between that point and the actual school year. Sometimes unexpected enrollment changes force the principal to reprogram money and change around the staffing. Often the next budget then incorporates that change, so the list will show a new role that isn’t really new.
Sometimes they can’t hire for a role, or a person in a role leaves, creating a vacancy; if that role is not filled then eliminated in the next budget, the list will show a cut but nobody is actually being cut.

It added 2 Attendance Counselors, 2 Administrative Officers, 1 Art Teacher, 1 Instructional Coach, 1 Strategy and Logistics Coordinator and 1 Custodial Foreman. It removed 2 Clerks, 2 Custodians, 1 Computer Lab/Technology Coordinator, 1 NAF Academy Coordinator and 1 School Administration and Operational Support Manager.
Ballou STAY (Ward 8) gained $697,350 in next year's budget. It added 2 Behavior Technicians, 2 Special Education Aides, 2 Non-Categorical Program Teachers, 1 English Teacher, 1 Math Teacher, 1 Social Studies Teacher, 1 Library/Technology Aide, 1 Program Coordinator, 1 Attendance Counselor, 1 Custodian and 1 Vocational Education Teacher. It removed 1 STEM Teacher, 1 NAF Academy Coordinator, 1 Behavior & Education Support Program Teacher, 1 Specific Learning Support Program Teacher, 1 Clerk and 1 Inclusion and Resource Services Teacher.
Bancroft Elementary School (Ward 1) gained $893,485 in next year's budget. It added 12 Elementary Classroom Teachers, 1 STEM Teacher, 1 Manager for Specialized Instruction, 1 ELL Aide and 1 Social Worker. It removed 9 ELL Teachers, 1 Early Childhood Teacher and 1 Special Education Coordinator.
Bard DC High School (Ward 7) lost $354,807 in next year's budget. It added 2 Resource Teachers, 2 Registrars, 1½ Clerks, 1 Dean of Students and 1 In-School Suspension Coordinator. It removed 2 Behavior Technicians, 1 English Teacher, 1 Social Studies Teacher, 1 Inclusion and Resource Services Teacher, 1 World Language Teacher, 1 Social Worker, 1 Athletic and Activities Coordinator and 1 Attendance Counselor.
Barnard Elementary School (Ward 4) lost $123,369 in next year's budget. It added 1 ELL Aide. It removed 2 ELL Teachers, 1 Social Worker, 1 Custodian and 1 Afterschool Coordinator.
Beers Elementary School (Ward 7) lost $256,823 in next year's budget. It added 1 Board Certified Behavior Analyst Coordinator and 1 World Language Teacher. It removed 1 Elementary Classroom Teacher, 1 Inclusion and Resource Services Teacher, 1 Intervention Coach and 1 Music Teacher.
Benjamin Banneker High School (Ward 2) gained $543,394 in next year's budget. It added 1 World Language Teacher, 1 Athletic Director, 1 Social Worker, 1 Registrar, 1 Custodial Foreman, ½ Art Teacher, ½ Music Teacher and ½ Computer Teacher. It removed 1 Athletic and Activities Coordinator, 1 Administrative Officer, 1 Strategy and Logistics Manager and ½ Instructional Coach.
Boone Elementary School (Ward 8) gained $789,059 in next year's budget. It added 1 Elementary Classroom Teacher, 1 Special Education Coordinator, 1 Behavior Technician, 1 Restorative Justice Coordinator, 1 Strategy and Logistics Assistant, 1 Strategy and Logistics Manager and ½ World Language Teacher. Capitol Hill Montessori School (Ward 6) gained $931,703 in next year's budget. It added ½ Itinerant ELL Teacher, 2 Inclusion and Resource Services Teachers, 1 Elementary Classroom Teacher, 1 Special Education Aide, 1 Strategy and Logistics Director, 1 Computer Lab/Technology Coordinator, ½ Music Teacher and ½ World Language Teacher.
